Apple news

Am in Italy and I had apple News on my phone. Was in USA using my other phone for a couple months, came home turned on this phone Now it’s not there and won’t let me download it. Says to turn off restrictions???? What’s that mean?

I cannot download the app Apple News . On all my devices comes the message that I first need to lift the restrictions. Done several times. Very frustrating. Is it a location problem? I am living currently in Switzerland.

The service isn't available outside of North America.
