It can only be updated directly to 12.4.1.

Use the Software Update function in the General settings or update it from ITunes on a computer. Click here for more information.

You will probably need to use the computer and recent version iTunes method to upgrade that iPad Mini 2 as that iPad is too far behind in IOS upgrades/updates.
