Hello!

Check out the link below and ensure that you are using the proper key commands in order to boot into the proper recovery mode for your Mac. You also have to see if your Mac is compatible with macOS Mojave. If it is not, you will not be able to boot via internet recovery into the macOS internet recovery. You would only be able to boot into the latest internet recovery that is compatible with your Mac.

Hi, try these articles,

https://support.apple.com/kb/HT204904 shows the different key combinations to start up in Recovery Mode.

https://support.apple.com/kb/HT201475 this one goes over the basics and system requirements for installing the latest os.

https://support.apple.com/kb/HT201372 much more interesting approach.

All articles have links on how to Install different versions of macOS. What I would recommend, make sure you have a time machine back up or use iCloud drive to backup files, once your data is backed, erase you're Mac, Reinstall macos in recovery mode using macOS utilities, format your hard drive. Now for the macOS installation, the different Recovery Mode key combinations have different reactions depending on the currently install Macos.

If after studying the articles and you're still having issues intsllaling Mojave call Apple Support and request Mac+ tech support,

Hope this helps.
