bought this phone & it is activation locked! the guy I bought it from is no longer on let go

Then you will never be able to use that iPhone. Only whomever knows the AppleID password used with iCloud in it can release activation lock. Apple will not get involved with private party sales/exchanges of personal property, and there is no way for you to bypass activation lock.
If LetGo has any sort of policy on bad transactions, report it and the seller to LetGo
