I can't download an app on my iPad and I just bought more storage. why is this happening?

Buying more iCloud storage doesn't change the amount of storage on your iPad. However, it might help if, for example, you can then turn on iCloud Photos and the Optimize option for photos in order to free up some space on your iPad.
