I have some apple store gift cards and I was wondering if I can apply them towards the purchase of a new iPhone to bring down my monthly payments with either AT&T Next or the iUP program.

You can use your Gift Cards towards the purchase of a new phone (full price) but I haven't seen anyplace where you can use gift cards to reduce the amount. Have you already gone through the pre-approval process for the Upgrade Program? If not you need to do so and then when you go through the purchase process you can see if you can use them.
I would contact Apple as well, it sounds unlikely though since it's financed through a bank.
Do you use Apple Music or some other subscription you pay for through the iTunes/App Store. Maybe you can buy iTunes giftcards and add them to your Apple ID instead.
I would suggest calling Apple about that, or the finance company, CitizensOne Bank. I have no experience with it, whereas I do with the AT&T next program.

The AT&T next program is a finance option offered by AT&T and has nothing at all to do with Apple.
And how about the iUP program?
I guess no one here knows.
I was hoping it might work the same as the trade-in program where it seemingly (at least how they present it online) shaves money off your monthly payment.
