How long has Itunes/app store been charging tax on purchases?

I purchased something for 99 cent today and received my bill and I have an 8 cent charge. Was there ever anything sent out about apple planning on charging taxes on itunes purchases? It's inconvenient to buy those gift cards when the card denominations don't allow for tax.

I think it may depend on where you live. Have you moved recently?

From the stores Terms of Sale...
+iTunes Store transactions will include sales tax based on the bill-to address and the sales tax rate in effect at the time your transaction is completed. If the sales tax rate for the billing address changes before the purchased or rented (as applicable) digital content is downloaded, the new tax rate in effect at the time of download will apply. We will only charge tax in states where digital goods are taxable. No customers are eligible for tax exemptions for transactions made on the iTunes Store.+

I moved from california to texas in December 2009. I made purchases in 2009 while living here and I wasn't charged anything. It's possible because they hadn't had time to update it. But all of the purchases i've made in 2010 were charged tax. I guess I just hadn't noticed it since I don't usually look at my receipts from apple. It kind of ***** though because you buy those gift cards that have set amounts and you could potentially not be able to purchase things because of this tax. Oh well, they've gotta make their money right?
