Find my friends iPhone without find my friend app

You can find his phone by signing into iCloud.com on a computer web browser and using the Find My iPhone app in there if he has Find My iPhone enabled on his phone. You don’t have to use Find My Friends.

Can you clarify your question? If neither of you have find my phone turned on then you cannot find the phone being searched for.
