Swipe down on the top right corner of the screen where you see a short white bar, to reveal the iOS Control Center.
Look for the icon/button with a red color with a circular arrow with a padlock symbol inside.
Tap on this button to free the rotation lock.

Have you tried a hard reset of your iPad by holding down both the Home and sleep/wake buttons simultaneously until your iPad goes to black and restarts with Apple logo, then release the buttons?

This is unlocked. Very strange
Im having the same issue with my new iPad mini. The padlock with the arrow around it is unlock yet my screen remains on portrait.
