My iphone 6 will not send picture messages or photos tried many peoples advice nothing

You need a working iMessage to send pictures to other Apple devices or
a working MMS plan from your carrier to send pictures to people without iPhones.
My 5E suddenly won’t send photos as of a few days ago, prior to ios13 update.
Nothing fixes it. I’ve tried everything. Update on my 4 destroyed its cell connection - Apple blamed my phone. Maybe, but not very givashxt.
Edit: that was about the same time they forced their white font on flouro lime green background on us, to stop us being able to read text and imsg.
