iOS 13 for iPhone XS MAX

I am trying to install iOS 13 into iPhone XS MAX but I couldn't find it on software update option, it says iOS 12.4.1 is up to date.

That's because iOS 13 is not yet released. It will be officially release this coming Thursday, September 19th. You'll have to wait till then, like everyone else.
