My iPhone X was exposed to water and the ear speaker sounds very muffled and tinny yet the bottom speaker is fine but when it’s charging the icon on the batter at the top right hand side of the screen goes on and off constantly is this normal? How can I resolve this issue

You can schedule an appointment at your Apple Store Genius Bar where they will offer an out of warranty replacement for about 60% of the price of the phone when it was new. Unless you have a valid AppleCare plan on the phone where the replacement will cost much less.
iPhone's are water resistant, not waterproof, meaning if water got in the phone, it's damaged, which won't be covered by Apple.
