Do you live in the USA? They are only available there at the present time. If this is a software issue, then see:

If all else fails then make an appointment at the Apple Genius Bar for service. I reside both in the US and Russia, so I have 2 Apple IDs - 1 for each country. However, I still don’t see the Apple Card option when I hit the “+” button in the Wallet app even though in my Wallet app I have 3 Russian cards and 2 American ones. Is it a software or an identification problem?

The Apple Card is only available now in the USA. Are you seeing the same issue under both Apple IDs or only the Russian ID?
