Bouncing

So you're not able to write files, neither bounced audio nor project files. This strongly hints at a file system problem. What are you trying to write to ? Copy the project to the system drive and try again.

Since it defines what will be bounced, yes.

If you define nothing, you'll get everything. Not sure how that behaves with endless loops, but definitely worth a check

If you select Regions or a Range, you'll get that instead

If you have set up a Cycle area, this takes priority over a selection

Finally, you can override all that and change borders in the Bounce dialogue

Could be you're also running a beta version of Catalina.. Logic and Catalina do not play well together.

How do you define the range to be bounced ?

As Fuzzflth is saying - what versions are you on of logic and OSX out of interest?
