is this iOS 13 or something new because I was looking for iOS 12.4.1 update and the new version is around 125MB anyone can tell me if this is normal

iOS 13 is not yet available. It will be released to the public, next Thursday, Sept 19. What you are being offered is a very minor update to patch a security issue in 12.4.1. You should definitely download the update so you are ready for iOS 13 when it is released.
