Can I use an Apple Pencil with an old iPad model A1430?

Nope.

No iPad made before the Fall of 2015 can use the Apple Pencil

These 6, 7 and 8-year old iPads are too old and lack the necessary screen hardware layer needed to be able to use an Apple Pencil.

For your model iPad, look at the Wacom Bamboo Sketch or Wacom Bamboo Fineline smart, Bluetooth stylii.

Do not know how well, or not, these works with an older iPad, but these are the only smart Bluetooth stylii that are compatible with your over 7-year old iPad.

Both of these stylii are ONLY compatible with about a dozen, or so, of the more popular apps.
