I am not able to update watch 3. The installation is paused. So far, I am shut down both devised and restarted, impaired & repaired, and deleted the download & started over. Still, no success.

Try resetting your Watch by pressing in the crown and side button (together) until you see the Apple logo, then release both buttons.
