Iphone XS Max does not charge

Then take it to your Apple Store and let them test it. If there's a manufacturing defect preventing the phone from charging, they'll replace it. It's also possible the Charging Brick or Cable has malfunctioned, so if that's the case, they'll give you new ones. Make sure you take the phone, brick and cable with you.

If nothing helps, you brand new one month old iPhone came with a one year warranty, so schedule an appointment at your Apple Store Genius Bar and let Apple take a look at it.
