cellular cost

You do not have to activate the Cellular feature. If you decide to do so it will cost an additional $10/month, plus applicable taxes (for a total of approx $16/month) with At&T.

Yes Apple do sell GPS only Apple Watch and is about $100 cheaper compared to GPS + Cellular models.
