Hello, i have iPhone 6s and i want to update the apps and software. But I cannot download the apps via wi-fi. I can download the apps via wi-fi only if i connect the iPhone to VPN.
i also find my iPhone can download the apps via cellular data and no VPN connected.

Goto Settings > General > Reset > Reset Network Settings and then try reconnecting to your WiFi.
This might solve your problem and I really do hope it does.
I did and i still can't download the apps.
