Forgot security questions but was able to reset password?!

I don't mean to create a dupe. I'm trying to reset my security questions. I'm in an infinite loop of ****. Oh, you forgot your security questions? Well let's ask you what your security questions are. Argh!

I was able to reset my password, so I must have done something right. But it *STILL* tells me I have to unlock/reset my account.

I am so frustrated with Apple right now.

I managed to get back in to my account. I'm not sure how. There was one question where it seemed to take the answer, then didn't. It was very frustrating.
