my iphone parental controls password was forgotten. usually you can reset your iphone thru itunes but only if find my ihpone is off. Find my iphone has been blocked so i cant turn it off. how can i reset it?

It doesn't have anything to do with Find My.
If you forgot the [restrictions or ScreenTime passcode] for your iPhone, iPad, or iPod touch, or your device is disabled - http://support.apple.com/HT204306 - You can restore from a backup but that backup has to date from before you set the restrictions/Screen Time passcode
