Well, did you go through all the points in the article?

Are you in an area that supports CarPlay?

Have you checked that Siri is On?
Are you using the latest version of iOS?
Have you checked that CarPlay is not restricted?
Have you contacted Apple Support?

It’s not listed under settings/general. I’ve even searched settings for it and it will show up for me to click on it and when I do it just takes me to the same general settings.
