Two Factor Authentication does not work

I have this turned off on all devices because attempting to turn it on when prompted on my MacBook after a software update resulted in an endless loop of all my devices wanting verification codes yet NONE had been given it yet so how could I possibly verify any of them when none was set up? Now I continue to, at random, get prompted to verify a device. Currently my iphoneX will not even let me into my Password & Security (in settings). Two factor verification is most definitely turned off, why does my phone and macbook keep trying to obtain verification for a function that is NOT enabled. Apple, please fix this.

There is only one place where you turn off two factor and that is on your account, not on a device.

If you already use two-factor authentication, you can no longer turn it off. Certain features in the latest versions of iOS and macOS require this extra level of security, which is designed to protect your information. If you recently updated your account, you can unenroll for two weeks. Just open your enrollment confirmation email and click the link to return to your previous security settings. Keep in mind, this makes your account less secure and means that you can't use features that require higher security."
