Has anyone had a problem with not being able to open up any apps on the iPhone and, also, being unable to turn phone off?

Just wanted to let you know that I had tried the forced restart at least 5 or 6 times, with no luck, before posting my question. On the next try, I was able to shut the phone down and all is now back in working order!
With 1.5 BILLION iPhones in use I am sure that this problem has happened to other users. How does knowing that help you?
As a troubleshooting start try a forced restart:
Hey I have had this problem also, but it’s only certain apps. I will go to open them and then my screen changes to my lock screen, I have tried force restarting and shutting down. This all happened since I updated to iOS 13 and was wondering why it’s only certain apps and not all?
