I’m trying to order the iPhone 11 but It is saying that the in store pickup is unavailable. I’m travelling before the earliest home delivery date so I need to go to the store and pick it up. When will the in-store pickup for pre-order be available

If you haven't pre-ordered yet, your chances are slim to none at this point. Millions upon Millions are in line ahead of you and Apple is going deliver to those who pre-ordered ahead of you.
If you need an in-store pickup and that option is not showing in the Pre-order options, it means it's not an option available to you.
Your only other choice at this point is to get up very early and visit your closest Apple Store before they even open. If you want to try for launch day. It would be smart to get inline in the hours before the sun rises as lot's of people will line up that day in the hopes they are one of the lucky few who can get a phone without a reservation. Apple will stock some limited supplies, but it's limited at best.
If you read what's happened with sales of the new phones it's being reported they are outselling forecasts by a high margin. Meaning, demand this year is quite high.

Chances are all the pre-order iPhones being sent to the store you want to purchase from have been purchased and reserved.
You will have to wait until Friday and try and purchase an iPhone for in-store pickup online. It could be days before an Apple store has one available that isn't already ordered by someone else. Depends how many Apple stores you have near you and how many different iPhones you are willing to try and purchase (color, storage).
