Did you buy it brand new from Apple? Typically this happens if you buy a used iPhone that has not been wiped for another user. There are apps that are registered to the other person's ID and you cannot update those with your ID. You have to delete the apps and download them with your ID.
The nasty surprise that may be waiting for you is if the previous owner has not disabled Activation Lock and you do not know who that person was. Now you have a paperweight-in-waiting.
