Deleted Photos keep appearing on my Photos

I once deleted a picture years ago from my iPhone to make space. However while I was browsing the internet one day I found it again and saved it, when I checked photos and saw the picture it had the date and time when I first saved it. What does this means? Are my photos really being deleted, because I don’t really have iCloud activated for photos so they aren’t getting saved there.
