I am having the same problem but it only started happening when I updated to 13.1.2. It bounces back from the phone to the car speakers to the point it is unusable. It also won't let me connect to my airpods. Apple needs to fix this quickly. It is a safety issue for drivers.

I have the same problems when linking from an XR phone running iOS 13.1.3 to Bluetooth headphones. No further updates seem to be available. Definitely not the headphones, which work with my old SE running iOs 12.4.1.
I have the same problems when linking from an XR phone running iOS 13.1.3 to my van was working fine until the update, its like it try's to connect twice ! and if somebody calls me when not on Bluetooth it speaks the name out twice in quick succession.
Any clues Apple !! Getting a bit cheesed off now as i use my van for work !
I am having the same problem when I give Siri a voice command and it not responding thru the car speakers. Didn’t have this problem with iOS prior to 13. After hours with Apple support, I was assigned a senior advisor. After hours of troubleshooting and submitting performance logs to the engineers, no solution has come yet. Engineers have had the logs for over a week so far.
Actually seemed to have it working , fingers crossed. Removed both devices about 3 times and it seems to be working at fourth attempt, and every time longer than a minute before turning Bluetooth back on phone 🤞🏻
Try updating your phone to iOS 13 later today when it’s available, and if you still have this problem then repost the question.

you are right. Its iOS problem when I updated again to the newest version problem solved
I just upgraded to iPhone 11 Pro Max iOS 13.1.3 and the only bluetooth device that will connect is my apple watch. For all the others the wheel just keeps spinning.
I’m having same issues with 13.1.3. I can connect to most devices with Bluetooth but no longer with my vehicle. It was working fine until I updated. Any help Apple???

MY 2017 Tacoma keeps RESETTING... only way to stop the look reset is turning off the BLUETOOTH.
all after the Stupid Update..
