Very little good news below. You are faced with an end-of-life Epson scanner driver commitment.

The version 3.0.7 Scanner drivers are from 2013, despite Epson's bold Recommended for you category. This is likely why the installation fails as they are too old for Mojave. There is no newer version of Scan Utility than from 2013, so it may be useless without primary scanner drivers.

Epson does provide a newer driver v5.8.7 (from 2017) for Apple's Image Capture, so that application can drive your scanner — but I very much doubt that it will do double-duty, and let your scanner function without Image Capture. At two years old, this driver may or may not work properly either. Do not forget to Reset the Print System after driver installation.

Hamrick's VueScan requires compatible primary Canon scanner drivers installed before it could drive your scanner too.

You may be in the market for a new scanner, like it or not. I would compare to Hamrick's supported scanners and find one that does not need the manufacturer's drivers installed.

You appear to be inside of the actual installer package. That dog won't hunt.

If the scanner driver that you downloaded has an extension of .dmg, double-click that to open the installer on the Desktop. There should be a yellow file inside with either a .pkg or .mpkg extension. Double-click that to launch the installer.

If the scanner driver that you downloaded has a .pkg or .pkg extension, then double-click it to start the installer.

If the scanner driver that you downloaded has a .zip extension, then double-click it to either show a folder containing the .pkg or .mpkg installers, or it may simply unzip to one of these extensions.
