so I downloaded ios 13 beta before the release of the ios 13 but I can’t update the new ios 13 official update i remove the 13 beta then too I can’t download

If you are on the latest un-released software (13.1) then you have to wait for iOS 13.1 to come out. If you are using the beta of 13.0, then remove the beta profile then check again in a few hours.

Thank you that means i need to wait for the official ios 13.1 which is going to be released on 30 September

Yes. Also 13.1 is coming on the 24th already. Apple moved the release date. Wait a couple more days, delete your beta profile and update on the 24th.
