why does it say cancel or buy
Apps with 'get' instead of a price button are free to download. You can either cancel getting the app, or 'buy' it for free - whether an app is free to download or paid for it gets added to the account's purchase history.
To view an account's purchase history : See your purchase history in the iTunes Store on a Mac or PC - Apple Support
Check each account that the card is linked to, including, if applicable, family share members accounts.
If you can't find them, and if they couldn't be temporary store holding charges (About payment card authorization holds in the iTunes Store - Apple Support), contact the card issuer

I am really bothered by Apple requesting access to my credit card before I'd make or even have the intention to purchase something. I understand this way is easyer if you are a constant buyer in appstore.
However, they should consider having a usual cart option where you put the card data once at the end, for those who rarely visit appstore, like me...

You have stuff in the cart which you pay at checkout right ? look how Amazon does it and 1 million other stores.
Imagine if every online store asked the CC while registering.

You do not have to register a credit card at all, you do not even need to buy a gift card to link to the account.
