Apple Pay Balance Disappeared

I had $10 on apple cash but when i went to go use it I noticed it wasn’t there and it shows no transaction of where it went not in the app itself or in settings, it’s just gone.

I can not find the Apple Pay in my payment section. I can not find my Apple Pay app? I know I had it because I have used it. Can it be down loaded again to my iPhone or is there any way to recover it? Please help!!!!! Thank you
