You may have adware/malware installed. Try downloading this program which was written by Thomas R, a long time poster. The program will search for malware/adware. Malwarebytes Anti-Malware for Mac 10.10 and later
Safari/Preferences/Advanced - enable the Develop menu, then go there and Empty Caches. Quit/reopen Safari and test. Then try Safari/History/Show History and delete all history items. Quit/reopen Safari and test. You can also try try Safari/Clear History…. The down side is it clears all cookies. Doing this may cause some sites to no longer recognize your computer as one that has visited the web site.

I have used Malwarebytes for years, it is upgraded every time I login and has never found anything since this started. It is on one or two websites only and I use private browsing ALWAYS.
Turned off all extensions and still happening too.
I clear all cookies and website data every time I start or exit Safari. I daily remove all history too.
