Safari 13 blocking pop ups even when told not to.

I unfortunately upgraded to 13.0 today now I can't order my products for my business I need because Safari is blocking pop-ups even when it shows it's not blocking them. The windows won't come up when clicking on the links. The site is a commercial site, but it never had a problem until 13.0

I had to go to Chrome to get my orders working.

What do I do next?

It's now working. I rebooted a couple times and now the window comes up. If you have that problem. Try rebooting. It might fix it.
