Help! My phone is disabled and I don't have iTunes .

hello!

I got a phone my mom used to have and when I got it, it said " iPhone is disabled, connect to iTunes".

I did not know the the apple ID, and I just created a new one. I have a Chromebook so iTunes will not work. I do not know what to do.
