Re-arrange Playlists order on the sidebar

I see that you're looking to arrange playlists in iTunes. I'll be happy to help out.

In iTunes, click on a playlist then go to View > Sort By. You can chose Playlist Order to manually drag the songs in a position you'd like. If you're referring to arranging the playlist names in the left sidebar, then this wouldn't be possible. However, to help organize your playlists, you can use playlist folders: Organize playlists in folders in iTunes on Mac - Apple Support.

Playlists are first grouped into playlist folders, smart playlists, and regular playlists, and then within each group they are ordered alphabetically. I use an initial ! to force a list to the top of its group, and leading digits to force a particular order, e.g. book order for playlists within a folder for books by a given author.
