Thanks for the post. I see you have a question about how you can enable performance management on your device after turning it off, and the resource titled iPhone Battery and Performance should have an answer:
"Note that if you disable performance management, you can’t turn it back on. It will be turned on again automatically if an unexpected shutdown occurs. The option to disable will also be available."
If your device experiences a performance issue, it will turn back on, but there's not a way to manually activate performance management. As a side note, I see you have an alert that your battery may need service. If you want to look into your options, check out these links to see about setting up an appointment:
