“Verification failed: This action cannot be completed” error when updating apps of another Apple ID on App Store on iOS 13

I’ve been getting the “Verification failed: This action cannot be completed” errors on my iPadOS beta when updating apps of another Apple ID that the one I’m logged in on the App Store. Can’t figure out why its giving me problems.

Update: Figured out that somehow the older 2-Step verification settings that’s enabled on the Apple ID in question is causing this. Perhaps the current beta version of iPadOS 13.1 (17A5844a) is not able to handle 2-Step verification? Disabling 2-Step allowed me to verify the user/pass and then the download of the app updates worked again.
