I just checked my wife's iPhone 8 running 13 and they're below the mailboxes you can select. Might be different on my XR because I added the iMAP account and these mailboxes display everything from all accounts.
I’m having this issue too after buying a XR and updating to iOS 13 - the TRASH, SENT and DRAFT mailboxes are all missing for my yahoo POP mail account. I can send and receive as expected but this a big problem for me since I can not even see sent messages. Short of deleting and reentering my mail account, I’ve tried everything.
You can't yet see the sent and trash view for mail within that specific mail's menu but you can choose from the edit button at the top to show all sent, all trash etc. until they resolve the problem.

I defined an IMAP account to test and it exhibits the same behavior in 13.1.
Other-it is a Comcast acct
I have the same problem. Seems to be a pop account problem with IOS13.

That’s a nice temporary workaround but not a solution. You need to be able to manage messages in all mailboxes, as in iOS 12.

Yes, that's the. way I've been running on my iPad with 13.1 Beta. I thought for sure they would have fixed this by the 13 GA.
