Is iOS 13 available yet on the mini 5? Mine says it’s up to date (12.4.1) when I search for an updated

No. iOS 13 is only for iPhones and the latest version of the iPod Touch.
Apple has branched the operating systems with the specifically named iPadOS. That will be available for public download on September 24.
