Stuck on update requested for iOS 13

I just fixed mine. The only way is to erase all content and settings. I backed up my phone first, of course. Once I erased my phone, the software update reset and I was able to download iOS 13.1 without any issues.

See If you can't update or restore your iPhone, iPad, or iPod touch - Apple Support. If you're trying to update over the air try using iTunes instead, or vice versa.
