Can you store music on icloud and play on iphone if you purchase extra storage in icloud?

Not really.
The Music app will not be able to access the iCloud storage.
If you subscribe to Apple Music or iTunes Match, you will get an iCloud Music Library for streaming your music, That does not use your iCloud storage as it is hosted by Apple separately..
