Shutter sound for iPad mini while muted

I bought my iPad mini4 in Hong Kong, from official apple store few years ago. So definitely did not have any shutter sounds when the device is muted.

However I just realized today the shutter sound is on even the device volume shows “mute”. Only shutter sound is on, like these apple product distributed in Japan...!

(I am aware that in some country like Japan the shutter sound is always on due to privacy reasons)

Not sure but the biggest change I made with the devise is update to 12.4.1

I moved to Japan about a year ago, and did some updates previously but didn’t have this problem.

What could be a solution for this issue? I don’t want the shutter sound at all, it’s pretty annoying.

My iPhone 8 is the same back ground , bought in HK and updated in Japan for ios12.1.4 but having no issue...

Adjust shutter-sound volume

Adjust the volume of the shutter sound using Ringer and Alerts settings.

Go to Settings > Sounds, then slide the Ringer and Alerts slider. Or, mute the sound using the volume down button or the Ring/Silent switch, if your iPad has one. (In some regions muting is disabled.)

In japan it's against the law to take stealth photos.

FYI...

there is no such law in Japan.

(if so, all tourist from other countries using their phone to take photos with no sounds and use of normal camera are against the law, but don’t worry there is no such regulation exist)

I’m not here to discuss about law or local configuration, but if anyone think I am looking for law-breaking method, or change setting a for those product meant to work in certain region, that’s not my intention.

My iPad mini is bought in Hong Kong where I used to live. I temporary live in Japan.

Its not my first time to update iOS in Japan.

I wonder Apple has changed policy and all product updated in Japan will automatically be “shutter sound on always”mode regardless where the product is purchased..?. :s
