"iCloud Photos has been disabled. You have 15 days remaining to make sure you have a complete copy of your photos and videos."

can someone please explain to me what does this mean and what am I supposed to do ?

Make sure you have Photo Optimization turned off in Settings/Your Name/iCloud/Photos and that all your photos in the Photos app are full resolution.
