After upgrading my Safari to 13.0 it hangs way too much, even on Apple's own website such as TestFlight.
Go to Test flight after sign into your itunesconnect
go to test flight and find one of your test build.
Go to test detail page and click on "What to Test"
Use your mouse to select the text in "What to test"
Press "Command+C" to copy the text
Safari13 freezes
I also find Safari 13 hangs on a lot drop down list on other websites as well
Are you running any anti - virus programs? Using a VPN?
Try setting up another admin user account in System Preferences/Users & Groups to see if the same problem continues. Please post back on whether or not this worked. Also try the Safe Mode. Please post back on whether or not this worked.
Isolating an issue by using another user account
If it works in the Safe Mode, try running this program when booted normally and then copy and paste the output in a reply. The program was created by Etresoft, a frequent contributor. Please use copy and paste as screen shots can be hard to read. Click “Share Report” button in the toolbar, select “Copy to Clipboard” and then paste into a reply. This will show what is running on your computer. No personal information is shown. If the log won’t post, try posting it in Pastebin and provide a link in a reply. After pasting the report in a PasteBin page, go to the top of the page, and copy the address in the URL bar. Paste that in a new reply. Pastebin

Do a backup, preferable 2 separate ones on 2 drives. Boot to the Recovery Volume (command - R on a restart). Run Disk Utility and select First Aid. Then re-install the OS.

I am running on my Mac Pro Mojave 10.14.6 in normal. No safe mode is enabled. No VPN. I am admin of this Mac Book Pro.
No anti virus software is running.
Are you able to see the same on your side as well?
I notice that even I just click on the text area of "What to test" in TestFlight builds, Safari 13 freeze as well. No need to press Command+C

I have tried with creating a brand new admin account but still experiencing the same Safari 13 freeze issue.
As I have provided reproduce steps already, could you please try with the steps I provided as it happens 100%.
I have the same issue. Every time I try to add text to the Testing Information of a new external TestFlight build Safari freezes.
Same issue. I now have to use GOOGLE CHROME on an APPLE website. Let that sink in.

Just try to use the dropdown control there, the list doesn't appear. Then, continuing to use the browser will freeze it.
