My 6 Plus is stuck at iOS version 12.4.1, I have tried going to the Settings < General <Software Update and it says iOS 12.4.1 Your Software is up to date. I have also tried to connect to my computer and when I Check for update for this phone there it says This version of the iphone software (12.4.1) is the current version.

That is why I stated that the iPhone is not eligible for iOS 13. 👍
It may not be available for you just yet, try again in a few days.
When you do, ensure it is plugged in to a power supply and remove all covers, my 6s got really hot when updating. A few of us are experiencing issues with IOS on 13, mine is heating up too much, so I would not be too concerned.
Your title says 6s Plus, but I suspect you have a 6 Plus.
The 6 Plus will not get iOS 13.
