My phone is not showing that iOS13 is available. It is saying it is up to date with iOS 12.4

I have been trying to update my iPhone 7 Plus to the iOS 13 software. When I got to "software update" it tells me my iPhone is up to date with iOS 12.4. I have tried restarting my iphone and anything else I could think of but nothing seems to work.

Have you tried using iTunes?
