camera shutter sound cannot be silenced in non live mode since latest update Sept19

I cannot stop the shutter sound on my iphone 7, since the update it will not mute, turn off or anything. spent 1 hours reading on-line and trying loads of options, but still makes the noise.

Any ideas? Thanks
