You can’t, that’s not how iCloud works. You can’t upload apps to iCloud for storage. You can delete or offload apps to save some space. When you delete an app, you delete all data associated with the app as well. When you offload an app, you delete only the app itself but the data is retained on your device, that is according to Apple.
